The Litchfield County Opiate Task Force (LCOTF) is a regional collaborative of healthcare, behavioral health, public health, law enforcement, emergency response, government, community, and lived-experience partners working together to reduce the harms associated with opioid and other substance use in Northwest Connecticut. The LCOTF Network Coordinator provides administrative, logistical, strategic, and community engagement support for the LCOTF and its related initiatives. The Network Coordinator strengthens regional coordination; supports communication among partners; identifies service and system gaps; organizes meetings, committees, trainings, and public events; and helps advance evidence-based prevention, intervention, treatment, and recovery efforts. The position is based at McCall and works closely with LCOTF leadership, members, community partners, and people with lived and living experience.
Full Time / Exempt
Starting Salary Range: $60,000
QUALIFICATIONS
Master's degree in public health, social work, behavioral health, public administration, community health, or a related field required. Requires knowledge of substance use disorders, prevention, treatment, overdose prevention, recovery, behavioral healthcare systems, and community-based response strategies. Demonstrated ability to build relationships and work collaboratively with diverse partners, including people with lived and living experience. Excellent written and verbal communication, facilitation, documentation, organization, and time-management skills. Strong computer skills, including proficiency with standard office, virtual meeting, data analysis, and communication platforms; ability to learn specialized systems such as ODMAP. Flexible schedule and ability to travel throughout the region, including occasional evening or weekend events.
PHYSICAL REQUIREMENTS
This position requires frequent sitting, ability to talk and hear. It also requires frequent walking. Occasional lifting may be needed but not required except for proper storage of documents and charts and moving objects from one place to another.
Valid Driver’s license required.

KEY RESPONSIBILITIES
- LCOTF Coordination and Administration
- Coordinate and provide administrative, logistical, and strategic support for the LCOTF, including monthly meetings, committees, and special initiatives.
- Prepare meeting agendas and materials; maintain records, minutes, membership lists, calendars, email distribution lists, and other Task Force documentation.
- Coordinate subcommittee work, track follow-up items, and communicate progress and recommendations to the full membership and Task Force leadership.
- Work closely with the LCOTF Executive Committee, RCORP partners, and other designated leadership partners to support priorities, implementation, and decision-making.
- Facilitate the weekly LCOTF Outreach Meeting to support alignment, information-sharing, and coordination of regional outreach services.
- Network Development and Community Engagement
- Coordinate and strengthen a multidisciplinary network of providers, legislators, healthcare partners, public safety agencies, community organizations, and other stakeholders engaged in opioid and substance use response initiatives.
- Attend community meetings, coalitions, task forces, and partner convenings to engage stakeholders, reduce duplication of effort, identify opportunities for collaboration, and promote the effective use of regional resources.
- Identify assets, service gaps, emerging needs, and opportunities within the regional network through partner engagement, available data, community feedback, and lived-experience input.
- Address identified gaps through community and partner engagement, education, advocacy, collaborative planning, and the development of LCOTF initiatives.
- Support communication and coordination among organizations to improve access, referrals, and connections across prevention, treatment, harm reduction, recovery, healthcare, and social service systems.
- Overdose Data and Response Coordination
- Use available data systems, including HIDTA's Overdose Detection Mapping Application Program (ODMAP), to identify potential overdose spikes, patterns, and emerging trends, and share findings regularly with the network.
- Coordinate timely public and partner notifications regarding elevated overdose activity and rapidly available resources through the Spike Alert Text system, social media, email, and other communication channels.
- Coordinate the regional community-based Overdose Spike Alert Response in collaboration with public health, overdose prevention, healthcare, public safety, and community partners
- Support after-action review, documentation, and continuous improvement of regional spike response protocols and activities.
- Training, Events, and Public Education
- Organize public events, trainings, and educational opportunities that engage community members and providers in evidence-based substance use disorder prevention, intervention, treatment, and recovery practices.
- Facilitate continuing education opportunities that respond to identified regional needs and strengthen partner knowledge and capacity.
- Coordinate awareness campaigns and community engagement activities, including overdose prevention, stigma reduction, resource navigation, and recovery-focused initiatives.
- Develop and disseminate educational and promotional materials for social media, websites, email lists, presentations, press releases, community settings, and other communication channels.
- Communication, Sustainability, and Initiative Support
- Compile and share relevant updates, events, resources, emerging news, and best practices with the LCOTF network through meetings, email communications, social media, and other channels.
- Support the RCORP Project Coordinator with consortium coordination, partner engagement, meeting activities, and sustainability efforts, as assigned.
- Assist with the implementation, tracking, evaluation, and continuous improvement of LCOTF programs and special projects.
- Perform other related duties as assigned in support of the LCOTF mission and regional substance use response.
